  • Some massage parlors are fronts for prostitution and the term "massage parlor" has also become a euphemism for a brothel.
  • Asian gives a happy ending.

Brothels posing as massage parlors and Asian spas have been part of the American landscape for decades, hidden in plain sight. But the Florida prostitution sting that ensnared New England Patriots owner Robert Kraft last week is a reminder of the human trafficking and abuse taking place behind the darkened windows of many of these storefronts — and how challenging they are to address.

The case also highlights how police and prosecutors are increasingly using a broad range of approaches, including deeper investigations into wider criminal networks, crackdowns on online sites where johns trade detailed sex reviews and enforcement of stricter civil codes on the massage industry, anti-trafficking activists said.

Most of the prostitutes are women from China and South Korea in their mids to late 50s who have entered the country illegally, are deeply in debt and are drawn into sex work through a combination of lies, threats and other forms of coercion, the organization said. The massage parlor in Jupiter, Florida where Kraft, a year-old Massachusetts billionaire, was videotaped engaging in sex acts is typical of the model. Tucked into a pedestrian strip mall in an affluent oceanside community, the Orchids of Asia Day Spa employed mostly Chinese immigrant women and was linked to at least nine other storefronts from Palm Beach to Orlando.

Authorities say the women averaged about 1, clients a year, were given no days off and were not allowed to leave the site, where many also lived. Eleven alleged owners and managers face a range of prostitution-related offenses. At least one, year-old Lan Yun Ma, of Orlando, faces human trafficking charges. Hundreds of male customers, including Kraft, also face minor soliciting prostitution violations.

In one recent case, a year-old woman was charged with running a lucrative human trafficking and money laundering operation across six Asian massage parlors in the suburbs north of Boston.

Prosecutors said Xiu J. Chen recruited Asian women from New York and arranged their appointments, transportation and housing, where they typically slept on mattresses on the floor. Chen was sentenced to five years in prison in December. But in New York, another hub of the illegal massage parlor industry, major busts involving sex traffickers remain frustratingly elusive, despite police rolling out a new human trafficking strategy in promising to crack down on customers and traffickers rather than sex workers, said Chris Muller of Restore NYC, a nonprofit that works with immigrant sex trafficking survivors.

A silver lining is that authorities are helping connect more women with groups like Restore NYC that can help get them on a path to citizenship and break the grip of traffickers, who oftentimes hold their passports and immigration documents as collateral, he said.

Police data also shows prostitution arrests declined more than 60 percent from numbers while arrests of their customers rose nearly percent. New York is also among the places seeing growing support for decriminalizing and even legalizing sex work , as is the case in parts of Nevada and Europe. But anti-trafficking groups and local officials appear focused, for now, on more attainable legislative goals.

Delaware and North Carolina, for example, recently classified massage parlors as health businesses, making them subject to regular inspections and other sanitation and safety requirements. Lawmakers in Illinois, New Jersey, Texas and a dozen other states are also weighing stricter regulations on the massage industry this year.

At the city and county level, codes limiting operating hours for massage parlors or banning features like buzzer-controlled front doors and back-door entrances have been used in recent years to shutter hundreds of storefronts in San Francisco, San Jose and other parts of California. But officials acknowledge these local measures often just push the industry into neighboring communities without those requirements.

Federal and state prosecutors, meanwhile, have gone after the johns who post Yelp-style reviews about their massage parlor experiences on online message boards. In the Seattle-area, for example, authorities shut down a local site called The Review Board and charged dozens of people, including reviewers and massage parlor operators, on prostitution-related offenses in Larger massage parlor boards like Rubmaps, however, continue to operate, complain anti-trafficking activists.

Across the US, many illicit massage parlors avoid police detection

Five owners and operators were arrested and the massage parlors were shuttered last week in the raids in Seattle's Chinatown-International District and Beacon Hill neighborhoods. A small neon sign. Grimy windows blacked out with heavy fabric. In January , a woman whose daughter lived in the apartment building noticed a male-only clientele visiting the storefront, mostly at night. The complaint she sent to police set in motion a vast prostitution and money-laundering investigation, tying massage parlors and spas in Seattle to a sophisticated criminal network that brings Chinese women into the U.

Twenty-six Chinese women, many of them new arrivals who spoke little or no English, were removed from the parlors, where they lived and worked in squalid, dingy conditions. King County prosecutors have since charged two men and three women with money laundering and three to six counts each of second-degree promoting prostitution. A fourth woman, believed to have returned to China in , was also charged but remains at large.

Two of the suspects posted bail and were required to turn over their passports, according to prosecutors. Like the women recovered from the parlors, all of the suspects are Chinese or Chinese-American, Umporowicz said. The women, in their late 20s to early 60s, worked six or seven days a week, often for 14 or more hours a day, according to police and charging papers.

At least one woman disclosed being sexually assaulted by customers and another said she had been robbed; others reported being slapped and verbally abused, the charges say. From the beginning, the focus of the investigation was on targeting the people responsible for exploiting and profiting from the Chinese women being brought into the country to staff the parlors, and not on the men who patronize them, Nollette and Umporowicz said.

The fact six suspects were actually charged is a victory. We put property owners on notice that criminal activity was happening in their rental buildings and we rescued 26 women. But investigating the owners and operators of the Chinese-run massage parlors required different tactics, due to language and cultural barriers.

He did, however, send in detectives to pose as customers — and women agreed to perform sex acts at all the targeted spas and parlors.

In each instance, the charges say, the detective used a ruse and walked out before any sex acts were performed. The Beacon Hill storefront at 15 th Ave. When detectives started watching the business, they spotted an Asian man driving a van between it and a second massage parlor, the now-closed Touch of Class Spa, at Fourth Ave. From there, detectives used electricity bills, credit-card and bank records, phone and property records and a variety of surveillance techniques to identify Xinzhong, uncover the other targets and build cases against them, the charges show.

The four cities also have problems with illlicit massage parlors, he said. He and his detectives also uncovered links to Flushing, a neighborhood in the New York City borough of Queens that is also home to a large Chinese population. Many employ middle-aged women working to pay off debts incurred in their native countries, the newspaper reported. Many of the women coming into the U. Employment agencies in the L. During the investigation, detectives used GPS trackers, surveillance cameras and mobile surveillance teams that followed spa operators as they picked up and dropped off women at Seattle-Tacoma International Airport and shuttled them between different massage parlors, the charges say.

But in addition to rent, the women are required to repay the costs of bringing them to the U. The men seen frequenting the parlors while they were under surveillance came from all walks of life, including doctors, engineers and tech workers, Umporowicz said. There are a lot of people like me, people my age and my race. As teams were fanning out to arrest the five suspects in Seattle, Lynnwood and Kent on Feb.

When the briefing was over, Lt. Jim Fitzgerald, the operation commander, headed to a church in West Seattle. But it was up to the women to decide whether to accept help — for instance, finding a place to stay, getting a ride somewhere or engaging in more intensive case management — or simply to go on their way.

He arrived expecting chaos. Instead, he found Sgt. Lauren Truscott had things well in hand. It was hoped the women being brought in would feel more comfortable disclosing sexual or sensitive details of their experiences to other women, Truscott said.

The FBI flew in nearly 30 female linguists from out of state to eliminate the possibility the women being interviewed would recognize or later bump into their interpreter. There were no police cars parked outside, and all police officers wore plain clothes instead of uniforms. Based on their recommendations, she made sure the church was stocked with food the women would find familiar and set up a waiting-room TV to stream popular Chinese television shows.

Satisfied with the preparations at the church, Fitzgerald headed to the Chinatown-International District, where he stopped at a massage parlor at 12 th Avenue South and South Main Street. After a couple more stops, Fitzgerald headed south to Beacon Hill and parked down the street from the massage parlor on 15 th Avenue South that started the whole investigation. Fitzgerald chatted with a sergeant still on scene, who said only one woman had been inside with a customer when officers had walked in through the unlocked front door.

Inside, someone had created three makeshift massage rooms out of uneven drywall painted a dingy brown. In another room, there were a couple of ratty recliners in place of beds. Vicky Li, a community liaison between Seattle police and the Chinatown-International District, said some people are unhappy about how the concentration of illicit businesses has affected perceptions of the neighborhood.
